DRM in Madagascar is under the responsibility of the Minister of the Interior. The DRM structure is decentralized to the Fokontany level, the lowest administrative division in Madagascar .The National Office for Disaster and Risk Management (BNGRC) is the operational structure attached to the Interior Ministry. The BNGRC mandated to coordinate DRM nationally. This responsibility includes the preparation, strategic planning and humanitarian response operationalized through the Disaster Stakeholders Brainstorming Committee (CRIC). The BNGRC coordinates the technical structures of the Ministries in charge of emergencies management, organized by clusters.
The Humanitarian Country Team, chaired by the United Nations Resident Coordinator, is the declination of the Inter-Agency Standing Committee (IASC) at the country-level and is coordinating the support provided by its members. The UN Resident Coordinator is the Humanitarian Team’s first contact point with the Government in case of Crisis.
However, Resident Coordinator Office is supported by the team of the Office for the Coordination of Humanitarian Affairs (OCHA), to which this role can be assigned depending on the severity of the crisis. The Humanitarian Country Team coordinates humanitarian clusters that are chaired by UN agencies and the International Federation of the Red Cross. This team also has “the Intercluster” which serves as a technical structure of cluster coordination and advisory / monitoring. The Intercluster supports the Disaster Stakeholders Brainstorming Committee by providing technicians from various from humanitarian clusters.
